世界报业协会和世界编辑论坛致信胡锦涛
严重关注网络异议人士吕耿松被判刑
（独立中文笔会狱中作家委员会讯）世界报业协会主席加文·奥莱利（Gavin O’Reilly）和世界编辑论坛主席乔治・布洛克（George Brock）代表这两团体，2月18日联名写信给中华人民共和国主席胡锦涛，严重关注吕耿松遭监禁，以及中国政府不履行其申奥承诺，进一步钳制言论自由倡导者和新闻工作者的作法，并呼吁在奥运前释放所有被监禁的新闻工作者和网络异议人士。全信译文如下。

我们以代表102个国家18000出版机构的世界报业协会和世界编辑论坛名义写信，表达我们对网络异议人士吕耿松遭监禁的严重关注。
据报道，2月5日，杭州中级人民法院以“煽动颠覆国家政权罪”判处自由撰稿人、前讲师吕耿松四年刑期。只有吕耿松的直系亲属被允许到法庭旁听。
吕耿松于2007年9月被捕，此前发表了大量揭露贪贿的文章，包括在香港出版≪中共贪官污吏≫一书，还报道过非法拆迁民房的案例。
我们郑重地提醒您，2008年北京奥运会组织委员会曾于2002年发布了“北京奥运行动计划”，提出了指导原则和一系列承诺，作为北京成为主办城市的筹备部分。尤其是，该计划承诺：“在筹办奥运的过程中，我们将全方位向全国和全世界开放，我们将借鉴各种成功经验，遵循国际标准和尺度。”
依照这一承诺以及大量国际公约、宣言、协议，包括《世界人权宣言》，我们呼吁中国各当局在奥运会前释放所有被监禁的新闻工作者和网络异议人士。据报道，至少有30名新闻工作者和50名网络异议人士目前被关押在中国监狱中。

Your Excellency,
We are writing on behalf of the World Association of Newspapers and the
World Editors Forum, which represent 18,000 publications in 102
countries, to express our serious concern at the jailing of
cyber-dissident Lu Gengsong.
According to reports, on 5 February the Intermediate People's Court of
Hangzhou sentenced Mr Lu, a freelance writer and former lecturer, to four
years in jail for “inciting subversion of state power”. Only Mr Lu’s
immediate family were permitted to attend the court hearing.
Mr Lu was arrested in September 2007 after publishing extensively on
graft, including a book entitled “Corrupted Officials in China”, which was
published in Hong Kong in 2000. He has also reported on cases of illegal
eviction.
We are seriously concerned that Chinese authorities are not respecting the
commitments they made in the Olympic bid, and are increasingly clamping
down on freedom of expression advocates and journalists.
We respectfully remind you that the Organising Committee for the 2008
Beijing Olympic Games issued the “Beijing Olympic Action Plan” in 2002,
which laid out guiding principles and a series of promises as part of
Beijing's preparation to be the host city. Specifically the Plan
promised: “In the preparation for the Games, we will be open in every
aspect to the rest of the country and the whole world. We will draw on the
successful experience of others and follow the international standards
and criteria.”
In accordance with this pledge and numerous international conventions,
declarations and agreements – including the Universal Declaration of
Human Rights – we call upon the Chinese authorities to free all jailed
journalists and cyber-dissidents ahead of the Olympic Games. According to
reports, at least 30 journalists and 50 cyber-dissidents are currently
held in Chinese prisons.
We respectfully call on you to take all necessary steps to ensure that Mr
Lu and all others detained for exercising their right to freedom of
expression are immediately released from prison and that charges against
them are dropped.
We look forward to hearing from you at your earliest convenience.
