ICPC-logoThe Independent Chinese PEN Center (ICPC) held its 7th Congress of Membership Assembly at a Google group forum on Internet on 22 Janurary – 09 Feburary 2016. Among ICPC’s 318 members, 162 participated in the Congress. According to the agenda adopted by the Congress, five sessions were held. The Congress adopted an amendment to ICPC’s Rules of Procedure of Membership Assembly, approved the work report and financial report submitted by the Board and elected the new Board in accordance with the ICPC’s Charter. Columnist Mrs. Tienchi Martin-Liao, a former president, has been re-elected the new President.

Liu Xiaobo-AwardingToday is the International Human Rights Day as well as the fifth anniversary of Dr. LIU Xiaobo, the former and honorary president of Independent Chinese PEN Centre (ICPC), being awarded in absence to the Nobel Peace Prize, while two day earlier it had been seventh years since his detention. For commemoration of these dates, ICPC has honoured Mr. PU Zhiqiang, its honorary member as well as a lawyer and blogger detained in China, and Dr. Abduljalil Al-Singace, an academic and blogger imprisoned in Bahrain, this year’s Liu Xiaobo Courage to Write Award for their long-term tenacity and courage in writing and fighting for freedom of expression and other basic rights despite imprisonment. In addition, ICPC have adopted twenty-seven of writers imprisoned in China as its new honorary members, namely FU Zhibin, YU Shiwen, LIU Haitao, DONG Tubin, XIE Wenfei, WANG Mo, SU Changlan (f), LIANG Qinhui, CHEN Yunfei, ZHANG Shenyu, HUANG Jingyi, WU Gan, ZHAO Haitong, WANG Quanzhang, SUI Muqing, XIE Yang, YANG Weidong, XIE Yanyi, WANG Yu (f), LI Heping, LIU Shaoming, SUN Feng, WANG Xiaolu, LIU Sixin, ZHAO Wei (f), LIU Wei and XIN Lijian. Announcement of Nomination for 2015 Liu Xiaobo Courage to Write Award of Independent Chinese PEN Center

Title: Liu Xiaobo Courage to Write Award
Awardee: one or two individual annually;
Candidacy: Anyone in the case list of Writers in Prison Committee of International PEN who is still imprisoned or released under legal restriction of the right to freedom of expression, such as “deprivation of political rights”;
Nominator: Three individuals, or a PEN centre;
Nomination period: Starting on 23 June, anniversary of Liu Xiaobo’s formal arrest and ending on 8 October;
Date to announce the awardee: Writers in Prison Day on 15 November;
Awarding Items: a certificate or trophy, prize check and awarding statement.
Prize: 2000 US dollars;

Nomination must be written in English or Chinese and should include the followings,

In addition, ICPC have adopted seventeen of writers imprisoned in China as its new honorary members, including WANG Bingzhang, GARTSE Jigme, WO Zhongxiao, WANG Jianmin, SHEN Yongping, TANG Jingling, WANG Qingying, YUAN Chaoyang, XU Zhiqiang, HUANG Zerong, GUO Yushan, KOU Yanding, HUANG Kaiping, ZHANG Miao, CHEN Kun, CHEN Yongzhou and JIANG Lijun.
