{"id":1807,"date":"2014-06-25T02:45:54","date_gmt":"2014-06-25T02:45:54","guid":{"rendered":"http:\/\/www.chinesepen.org\/english\/?p=1807"},"modified":"2014-06-25T02:45:54","modified_gmt":"2014-06-25T02:45:54","slug":"chinas-sovereign-internet","status":"publish","type":"post","link":"https:\/\/www.chinesepen.org\/english\/chinas-sovereign-internet","title":{"rendered":"China&#8217;s &#8216;Sovereign Internet&#8217;"},"content":{"rendered":"<p><span style=\"color: #444444;line-height: 1.7\">China is increasingly seeking not just domestic but international influence over cyberspace.<\/span><br \/>\nA new report in People\u2019s Daily interviewed five Chinese experts on Internet security and political thought, including Fang Binxing (credited with creating China\u2019s \u201cGreat Firewall\u201d). <!--more-->The report focuses on the idea of \u201cInternet sovereignty\u201d \u2014 the idea that each country has the right to control its domestic internet space. Yet by moving from a discussion of China\u2019s rights to talk of international law, the report moves beyond a defense of China\u2019s internet censorship to outlining China\u2019s vision for global internet governance.<\/p>\n<p>The idea of China\u2019s \u201cInternet sovereignty\u201d is a high-profile resurrection of a concept first rolled out in a 2010 white paper called \u201cThe Internet in China.\u201d The white paper explained the \u201cInternet sovereignty of China\u201d as meaning that \u201cwithin Chinese territory the Internet is under the jurisdiction of Chinese sovereignty.\u201d All persons and organizations operating within Chinese territory are expected to follow China\u2019s Internet laws and regulations, the white paper said.<\/p>\n<p>In an interview with New Yorker\u2019s Evan Osnos at the time, Columbia University professor Tim Wu noted that China\u2019s idea of \u201cInternet sovereignty\u201d was simply \u201ca statement of private international law as typically practiced.\u201d Most countries, Wu noted, have decided that the Internet is subject to national laws.
