中国：网络作家和中文独立笔会成员杜导斌之被控以颠覆罪。
国际笔会狱中作家委员会严重关注网络作家和独立中文笔会成员杜导斌杜导斌之被拘捕，——他在十一月十二日正式被控以“颠覆罪”。
国际笔会担忧杜导斌可能是陷于『对联合国人权普适协定的第十九条的违犯』之中，如果真是如此，国际笔会呼吁立即和无条件地释放。国际笔会担忧杜导斌在被拘期间受到不良对待，并且寻求立刻的善待担保。
根据我们的信息，杜导斌在2003年10月28日被拘捕并且被带往湖北省应城的孝感地区公安局。据消息，警察在同一天稍后又在他家没收了他的电脑、书籍和他的书稿本。在他被捕后，他的妻子不曾得到与他联络的许可。十一月十二日，正式的逮捕证被交与他妻子，他被控“颠覆罪”。
三十九岁的杜导斌从2003年8月23日起，那时他在去北京的行程中被警察在武汉火车站阻住并被遣送回应城他家里，就一直被监控。他是写作涉及社会、政治和文化问题的知名作家。他的文章曾刊载于好几家海外中文网站，包括大纪元（Epoch Times, www.dajiyuan.com ）和民主论坛（Democracy Forum, www.asiademo.org ）。据报道，他的被捕引发了空前的公众谴责。在他被拘捕之前，他工作于中国中部的湖北省应城市医疗保险管理办公室。

CHINA: Internet writer and member of Independent Chinese PEN Centre Du
Daobin charged with subversion.
The Writers in Prison Committee of International PEN is seriously
concerned about the detention of internet writer and Independent Chinese PEN member Du Daobin, who was formally charged on 12 November 2003 with ‘subversion’.
International PEN fears that Du Daobin may be charged in violation of Article 19 of the United Nations Universal Declaration of Human Rights, and if this is the case calls for his immediate and unconditional release. PEN fears that Du Daobin may be subject to ill-treatment in detention, and seeks immediate guarantees about his well-being.
According to our information, Du Daobin was arrested on 28 October 2003 in his home town of Yingcheng, Hubei Province. Later that day, police reportedly confiscated his computer, books and copies of his writings from his home. Since his arrest his wife has not been allowed to visit or communicate with him.
On 12 November 2003 a formal arrest warrant was delivered to his wife charging him with ‘subversion’. Du Daobin, aged thirty-nine, has been under close surveillance since 23 August 2003, when he was stopped by police at Wuhan train station whilst en route for Beijing and escorted back to his home town of Yingcheng. Du is a prominent and well-respected writer on social,
political and cultural issues. His essays have been published on several
Chinese-language overseas websites, including Dajiyuan (Epoch Times, www.dajiyuan.com) and Minzhu Luntan (Democracy Forum, www.asiademo.org). His arrest has reportedly generated unprecedented public condemnation in China. Prior to his arrest he worked
for the Office of Administration of Medical Insurance in Yingcheng city, Hubei Province, central China.
International PEN Writers in Prison Committee fears that internet writer
and Independent Chinese PEN member Du Daobin may be detained solely for the peaceful exercise of his right to free expression as guaranteed by Article 19 of the United Nations Universal Declaration of Human Rights, and calls for
his immediate and unconditional release unless there is compelling evidence to support the charges against him. We also seek assurances that he is being well-treated in detention and is granted full access to family visits, any necessary health care and legal representation.
Please send appeals:
– expressing serious concern about the detention of internet writer
and colleague Du Daobin, and calling for his immediate and unconditional release if charged in violation of Article 19 of the United Nations Universal
Declaration of Human Rights;
– demanding that he be granted access to family visits, legal representation and any necessary medical treatment as a matter of urgency.
– Expressing serious concern that Du Daobin’s arrest appears to be part
of an on-going government crackdown on Internet publishing in the People’s Republic of China.
